Loop is: You get CDR with your stimm (by crit chance thx to sample collector). So you preferably rotate your stimm with your ability, don't use both at once unless you really need the extra DPS burst or it's right before a transition (meaning you can wait your cds).

Combat blade 3 so far has shown the best TTK, shivs can work well too, bleed stacks help staggering ragers while Rampage is down.

Blits and ranged weapon is up to you really, needle pistol does have some chem synergy going tho, so they are "bis".  Blackout is good if your team is grenade starving, boom bringer can open space for revives/very good for getting boom bringer penances up, chem grenade is probably getting nerfed, wouldn't get too used to them just in case, but they are pretty good as an armour panic button/space maker.

As long as you are in the combat loop you will live, stripped down is recommended if you are caught with your pants down/clutching, that's the reason I'm taking like the wind and other defensive talents too. 

Remember to slide a lot during sprint, many talents only work on 60%+ stamina, takes some getting used to ngl.

Don't get too high on your own awesomeness, you still have to play like an ultra-rat during cooldowns, stay close to your team when possible, shoot some needles, once either your ability/stim is up and a horde is coming, feel free to go frontlining.
