Personal build I used to hit Havoc 40.

 

Since ammo drops are less effective in Havoc, you should use your revolver infrequently, only enough to keep weapons specialist uptime and to kill high priority specials/elites like Tox Bombers, Gunners, Flamers, etc. This build very much counts on you being able to hit headshots with revolver.

 

Make sure to use the heavy attack + special combo on dueling sword for higher single target damage.

 

Curios can be max stamina instead of toughness, but I highly recommend gunner resist since those are the biggest threats in higher tiers, especially if you don't have a shield Pysker.
