This build is great in Havoc 40 (2.0), even against red enemies. It has huge damage and CC. I don't typically use brain burst aside from getting the far-away snipers. Most of my long-range kills are from staff left clicks.
You can swap Empyric Resolve for Penetrating on the bottom left, however, void blast doesn't need rending and having that warp resistance means more blasts and more damage. I find we are already getting a huge amount of toughness back so I like to go that route.
I like the deimois with deflector and stamina for a bit more defensive ability on high havocs. If you want more offense swap it to a dueling sword with thurst/uncanny.
