My current favorite Arbitrator build. Can easily swap Lone Wolf with either dog keystone and grenade for Remote Detonation if you want to bring the dog. Even without the dog buff talents, they still kick ass.
Personal Preferences/Alternative choices
If you find yourself not getting much use out of the +25% ammo node, I recommend putting that in either Target the Weak for general damage or Monstrosity Hunter for the Ogryn and Monstrosity damage, whichever you find you need. If you're playing Havoc 40 pubs, a solid option is putting that point instead into True Grit. This talent is really strong and lets you make mistakes without ending the run, overall a powerful safety net. No Escape is one of my favorite talents, I just really like the movespeed buff. I don't feel the extra damage is necessary, so you can swap this talent with something like Withering Fire if you find yourself (like me) firing the shotgun > reloading 1 shell > firing again, or one of the fun to use block talents at the top of the tree. Honestly, a solid option is picking up the +25% cleave node by Lone Wolf since it really helps the shotgun to instakill conga lines of elites. A lot of choices with this class!
For weapon perks, you can swap which has Maniac and which has Unyielding. It all depends how you prefer to play. I like to fight bosses in melee and also like to unload my shotgun into mutants, but giving the Crusher the +Maniac will make it a mutant killing machine while letting the shotgun be your boss/reaper damage dealer with +Unyielding.
Helpful Tech
Crusher is borderline OP in the hands of an Arbitrator. The Concussive talent is supremely powerful and allows for a ton of synergy, notably with Skullcrusher. That blessing will help you and your team absolutely melt bosses (Skullcrusher increases *all* damage). Simply Heavy > Block Cancel > Repeat on the weak spot to stack damage and then unload with your shotgun. Sustained Fire + Full Bore + Skullcrusher stacking together is an absolutely disgusting amount of boss damage.
The moveset for the Crusher is a lot of fun ands very balanced. There is technically a best rotation for single target and one for hordes, but you don't really get penalized for choosing one combo over another. The main outlier is just how much damage vs armor the push attack has (surprisingly). The weapon special is ok, but definitely not worth spamming. With how much damage and stagger the Arbitrator has inherently, the time it takes to activate the special can't really be justified with how little extra damage it does. The AoE stagger is definitely useful, but is hard to work in during intense moments. With how often I use the push attack, it only made sense to dump power output over defense.
Horde clear : Push Attack > Heavy > Light > Repeat
Single Target (overhead): Heavy > Light > Repeat Against bosses, Heavy > Block Cancel is your highest dps combo because of how easy it is to hit the weakspot consistently with it
Elite/mixed pack: Push Attack > Heavy > Light > Heavy From there, you can go into your overhead rotation, repeat the Heavy > Light sweep combo, or start back from the Push Attack. It all depends on the situation. Overhead for narrow areas or few enemies, Sweep for large groups, Push attack for when you need to stagger before attacking.
