Description
This is a sniper crit-hunter build for the Arbitrator.
Unfortunately, the dog offers no benefit to the build so he chillin' at the kennel. This allows for more shock mines in case of melee panic.
The tactic is basically to wait for the purple outline- then BAM.
As long as you kill marked enemies, you reliably get increased crit chance+damage, rending, CDR and replenish toughness.
