Pretty much the only build that can make this shotgun variant viable IMO. The crits do insane damage, insane cleave, but if you dont crit, its pretty meh. Thankfully with Deadshot we get plenty of crit, dont need scattershot, take fire frenzy for more damage, were not putting bleed on the shotgun, we want to buff the crits so they do good damage. You could do a bleed variant of this build, with Shredders and just using the shotgun to apply bleed on crits with Flechette, but tbh, this damage is better.

Make sure you ADS when using the special round for good crit, aim for head level at hordes to build easy stacks. You can go 0-15 stacks in one to three shots, and then youre cookin. I use executioner stance for fun, but you can use any ability you want, and any melee you want that can deal with armor, because this shotgun cannot do carapace, you can stagger carapace very well, but you can't damage it. You could also run Smoke grenades, because with Executioner stance, there is some synergy there, stand in the cloud and pop heads, but then you'd lose Kraks, and theyre pretty decent now. 

This build is decent, its not crazy, but it makes an otherwise useless shotgun variant pretty good, B+ tier. The special rounds are weak, they just do very low damage, even if you crit, so you usually just want to use them for stagger and horde clear, and thats it. Once you have marksman stacks, pop a special round to stagger a group, and you can absolutely unload and decimate armor, doing a ton of cleave damage through maulers, gunners, ect.. as long as you ADS and are critting. Make sure you have stamina and stamina regen, because Deadshot wont trigger without stamina.
