This is a run and drug build. You basically play like a 90's action star and use stims and desperado to clear the map. Get in close, hose them down with bullets, pop desperado if you take too much fire or need to reload, kill enemies, take drugs rinse and repeat. The build is designed to keep max uptime on Enhanced Desperado but the chems are flexible. 

Essentially you find a large group of enemies, dump a mag, hit desperado, mag dump as much as possible until the ability ends. If there are still enemies, hit stim and farm cdr. If there aren't, save stim for next group. Use blackouts with pocket toxin to farm stim regen. If you find that your stim is up more often than you need it, you can either add wildfire or spur. I personally like weapon swap speed and attack speed but strength is probably more useful.
