No ability usage needed, Noospheric Command uses energy only to maintain high stack count for TDR and dmg buff. Noos synergy with Hybrid Combat Covenant and Galvanic Marking Array while in melee. Resurgence with Power Overflow giving team high toughness per sec for added team survivability plus whatever Power Overflow gives from other talents regen (about 4-10 toughness/sec in Havoc40). With all TDR talents selected you have 64.5-80% TDR depending on stack uptime. Arc Rifle for clearing elites and debuffing bosses. Transonic Blades for stacking capacitance and mob clearing. Stacks so many buffs it can eclipse ability icon and can kill most enemies in 1 hit short of Maulers and Ogryn.
