Build Playstyle/explanation:

 

    Bolter: Unfortunately reload speed, Pinning Fire and Surgical are mandatory. The other perk can be Flak, Maniac or even Damage to Elites. Mobility is your dump stat, but try to get it higher than 50%. We also need high reload speed for the build to feel more fluid. If you have a good enough stat spread, after 1-2 shots you should have Pinning Fire all the way charged up, and you will be oneshotting all human sized Elites and specials with a no crit headshot, except Maulers, you will need a crit for them, otherwise 2 shots. But this build will crit A LOT.

   This is the main focus of the build and your main weapon to deal with almost every threatening enemy on the map. I will explain more about how to use it in the playstyle section.

 

   Melee Weapon: This is mainly for horde control and/or rager/mutant killing if they overwhelm you. Ragers specifically because a lot of times shooting them while they charge will cause them to stagger forwards not interrupting their movement. And auric damnation likes to throw 15 of them at you at any time. Mobility is your dump stat, but again try to aim for higher than 60%.

    You can use the Catachan Mk IV as seen above (the parry annihilates Ragers), a Chainsword with Bloodletter and Wrath, a Power Sword with Power Cycler and Brutal Momentum/Rampage or a Shovel (Blessings don't really matter, it offers great CC and horde control regardless). Catachan Mk IV is my most preferred choice, since 2 headshot heavies kill Mutants, parry is great against Ragers and the Light Heavy - Light - Heavy -Light ∞ is great for horde clearing.

 

  Curios: We have more flexibility here, I like running 2 toughness 1 health with 2 damage resistance to gunners and 1 sniper resistance. The sniper resistance is here because of the inherent jankiness of the Bolter, taking longer than other guns to pull out and take the sniper out, making you vulnerable to a devastating shot.  This helps with that. The only mandatory curio perk is the triple Toughness Regeneration Speed, which helps A TON, especially with Confirmed Kill, and allows us to tank a whole lot more ranged fire.

  There is also a more offensive approach to Curios, where you pick x3 +3 Stamina and exchange the +toughness and +health with stamina regeneration, in order to get more value out of Deadshot. This is a big damage increase but you lose a lot of survivability, so I would only recommend it if you are already accustomed to this version of the Bolter.

 

Playstyle and general tips:

  • Positioning is your main advantage that will allow this build to shine. The Bolter has great Cleave allowing it to shoot through any of your teammates, hordes and human sized elites and specials. This build, except great damage (yes MORE than the Plasma Gun), offers great CC, through the innate Stagger and Suppression your main weapon provides. You shoot at a group of shooters that pepper your team behind cover, and they all run away, cower, get staggered for 5 seconds or more, giving your melee teammates a chance to pick them off, finish fighting the horde, reposition etc. Find a good safe angle to shoot multiple ranged elites in a room, when threatened reposition or deal with them with your melee/grenades. We have demolition stockpile so don't be too worried about grenade economy. 
  • We don't use the Bolter to dump the whole mag in elites. We use it more like an artillery cannon. We want to be aiming at most times to make use of our great crit bonus with Surgical, we want to be hitting heads and we want to have executioners stance up with 10 Marksman's Focus stacks. Magdumping can have its place and save you from situations where your team gets overwhelmed with Crushers/Bulwarks/Ragers/Maulers in a corner, but it is not the thing we want to be doing most of the time.
  • Marksman's Focus is our Keystone choice because it complements our playstyle and allows the Bolter to shine. It allows us to get Deadshot and Precision Strikes, both of them HUGE damage increases. Maintaining 10 stacks is really easy with the rate we will be clicking heads with this build and remember: Killing an enemy with a Weakspot Hit gives you 3 seconds of movement without losing stacks. And when we shoot an enemy in the weakspot with all our crit and damage bonuses that enemy will die, making the build a lot more mobile than expected, without losing effectiveness.
  • Crushers: Aim, shoot at the head, it will get staggered, if you have exe stance on, 2 (max 3 if no crit at all) headshots will typically kill it. If overwhelmed magdump (6 shots will most likely kill it) or grenades to CC.
  • Bulwarks: Aim, shoot the shield once so it opens up, and if you have good line of sight put 2 in its head or let your team finish it. Remember, most of your teammates running revolvers or shotguns cant open it up from range. Help them so they don't rush it and get caught. If overwhelmed magdump (6 shots will be enough)  or grenade for CC.
  • Maulers: Not an issue with this build, your Bolter CCs them at range, and 2 shots will kill them with all your crit buffs. If overwhelmed magdump or grenade (starting to see a pattern here right?)
  • Ragers: More of a problem than Maulers. Criting them with 10 stacks of Marksman's focus and Exe Stance will kill them, but if you don't crit, they kind of stagger forwards not losing momentum. You can kill most of them but propably not enough of them before they get to you if the game spawns a big pack. Melee or nades and you will be fine.
  • Our main job: Find good angles to make use of the Bolters great cleave to shoot down lines of Elites. Only shoot at enemy shooters/elites/specials/bosses. Pop Exe stance on and shoot all the glowing heads, even non elite shooters when you don't have line of sight to more important targets, because it will give us 5 more seconds to reposition and kill more important stuff. Remember you have wallhacks, so check behind you to see any elites/specials flanking you. If you play this right in an engagement, when your exe stance runs out, it will be already up again to keep the carnage going. With marksman's focus and our reload speed talents/perk the Bolter reloads really fast. So running out of ammo while in exe stance allows us to reload and kill something to keep it up. 
  • Main way you will die: The bolter is slower than other weapons. It has a slow draw speed and missed shots hurt. If you don't position correctly and get yourself in the corner you will be forced to pull your melee out and your team will instantly lose valuable CC and damage on elites. Then a special will spawn, and because of the slowness of the Bolter, you most likely wont have time to pull it out and deal with it before it becomes a threat. Position in ways you always have an escape. Don't get cornered by flanking hordes, because they will happen. Your main thing is CCing and killing heavy elites. You will always be slower at killing specials than your zealots and vets running Autoguns, Shotguns or Revolvers. You can absolutely destroy every special out there, but only when you are set up and aiming. 

 This is an alternative build I found to be really fun to break the Plasma/Revolver meta staleness a bit.
