This is my shouty commissar vet when played with another, shootier vet who should be the one running survivalist and field improv. If you are the only vet, I suggest dropping Superiority Complex, Fully Loaded, and For The Emperor! (you can swap Target Down! and Focused Fire out as well) to get you the talents to grab Survivalist and drop Charismatic for Field Improvisation.

 

With this build, you act as the quarterback of the team, tagging targets and generally playing like a zealot. Shout to make room, charge your sword, and get to work. You retain the clearing power of a plasma gun, but run it as backup for bad situations and when the primary vet is reloading. You shine when a monstrosity shows up: throw your grenades and get blasting.
