Recommended for players who prioritise situational awareness and headshot accuracy. As such you might be wondering, why not marksman's focus? Because you just don't need it. Anything you don't already kill quickly isn't going to die faster to a little ranged finesse power. Also marksman's focus encourages you to play like ass - stay mobile.
Why not plasma? Plasma gun is undeniably very powerful, however, with proper aim, the lasgun will kill mutants faster (i.e. in a realistic time frame before they control someone) which can make a big difference with some maelstrom modifiers. This weapon is also less ammo hungry, which can also be a big deal in maelstrom.
This is in a sense an old fashioned conception of veteran, but still very effective. Your job is primarily to remove problematic enemies (especially specialists, but sometimes rager/gunner/stalker mobs) before they become a problem.
