Cleared 40 Havoc with this build.

 

Basic bubble / flame psyker. Relying on mostly M1 spamming to  constant critting to do regain toughness and stagger enemies. With constant uptime of shield for the team.

 

When applicable long M2 flames into hordes/specials/elites. 

 

The occasional BB to help against annoying ranged or bombers/pox-assholes. 

 

Works on any difficulty. You could switch "Kinetic resonance" for a +5 % crit chance node. Up to you and depending on your playstyle. Either is fine.
