He's inspiring, but he's a self proclaimed coward. As such, instead of VOC, we go with infiltrate, but put his points into giving his squad bonus stats, while personally focusing on his melee abilities because he's actually a great duelist. Laspistol because his bolt pistol is propaganda, and single target chainsword. He's lucky, so increased hit change and weak damage. His curios are focused on running away and sword fighting, so yes, stamina even if it's not that good. A bit of toughness for when his boldness comes through.
