Purpose

To enforce the Lex via any means required, and in this case, that is a slab-shield, a mace and a pistol. This build is not the fastest, nor is it the most damage dealing. It does however, provide you with a near shield of protection against any and all threats, whilst letting you kick the heretics in the teeth (where it hurts). This build can survive almost anything, and with Castigators active you are able to wade in to the Eye of Terror itself, kick Abaddon (the Armless failure he is) in the codpiece and march back out with the soul of Sanguinius in your pocket.

Your dog is armed with the Emperor's own cheese knives in its mouth, and when your fury of seeing unpaid parking tickets is activated, those cheese knives become as subtle as a chainsaw being used in throat surgery.

Real Actual Purpose

This build is here to really provide a solid and defensive front to anyone missing an Ogryn with shout. It doesn't hit that hard, nor move fast, but with your dog helping take out Elites and Specialists, you can maintain that solid frontal wall. This build as well has supreme tankiness (nearly 200 toughness and close to 300 health) and when Castigators is active, the only thing that can easily take you down is a group of Crushers coming at you all at once. The double shield may seem like overkill, but it has proved useful when everyone else in the group is down, you are the last one standing, and there is a bastard gunner chucking bullets in your general direction.

This is not a build designed for true solo play, but it can solo a lot of damage other classes would fall over at, and dont be surprised that if you run the scoreboard mod you are regularly up there with the lowest damage taken.
