For this build your entire purpose is crowd control and negating enemy damage through high toughness regeneration and high block efficiency, and while it may not be meta for things like Auric or Havoc this build is still very useful. You can control crowds, hunt specialists and elites, and also 1v1 bosses with great efficiency. And the use of Break the Line with its modifiers allows you to get free stamina consistently any time you are low, and the staggers from using the ability contribute to your Forceful stacks which adds even more stagger to keep your damage resistance up. The shock mine is purely for crowd control on objectives that require you to focus on them while dealing with enemies and also to allow for revives/rescues if the need arises, and the use of Lone Wolf is so that you almost always have a shock mine available whenever you need one.
TLDR: You are very strong in melee range and walking forwards at shooters.
