Bolter is for ranged elites trying to harass you and your team, if you have someone else taking care of them the bolter can be switched to The flamer.
(Remember kindred when using martyrdom being low is not always terrible thing, especially if you can dodge[all attacks both melee and ranged can be dodged])
Build can be used for Havoc 40 but it definitely is not "meta"
