No u dont need crit because Darktide uses pseudo-random distribution (PRD): missed crit rolls generally increase your chance on later rolls, making long unlucky streaks less common.

Overall chance = pre-roll chance × normal crit chance + remaining chance × PRD chance

The Flame Staff attacks 4 times per second, which makes PDR more important than critical hit rate; you'll critically hit one charged attack and not the next most of the time.
