I put this together for the Penances, Castigator's Arrest and Arbites Gunner.

The build performs surprisingly well in auric and i haven't actually seen anyone playing Arbites with this combination of skills. It hasn't been havoc tested as of yet but i plan to do that pretty soon. 

I went with the Aquilla because you can't go wrong with buffing your whole team and the fact that it follows you around now makes it a much more useful tool

Building your terminus stacks is the whole goal. Quickened attack speed melee/ranged, damage reduction, heightened damage in the form of strength/crit chance as well as cool down for your aquilla. 

I'm sure it will suffer greatly against rotten armor or enraged enemies but i believe i might be cooking with something here
