Disclaimer: Build is a Work in progress, Still playing around and getting used to higher difficulties. Will update as I play more and find out what works, but for now here's what works best for me.

Weapons and Curios

For melee I chose the Force Sword, mainly due to how good it is with the Deflector trait and Kinetic Deflection. Use and abuse it, you can block a ton of damage with it as long as you maintain your peril well. Also the special attack absolutely destroys elites and bosses, you can use the special anytime you are under 100 peril and not blow up.

 

Ranged I went with the Surge Force staff, this staff doesn't do the most damage but the CC of it is incredible. Spam the Secondary fire to lock down everything in front of you. If you want more damage and less CC then I'd opt in for the Voidstrike staff.

 

Curios mainly try to get Toughness and Wounds so you are a little less squishy.

 

Talents

Level 5

The 2 best options here are Essence Harvest and Quietitude, I opt for Essence Harvest personally but both are very good depending on your playstyle. Essence Harvest works off ALL Warp Charges gained including other talents and even procs if you are at maximum Warp Charges.

Quietitude works off ALL Peril that you lose, whether you manually quell it or let it passively quell. Quietitude gives your Perils of the Warp a serious toughness boost too so don't be afraid to toss it out in a pinch.

Warp Absorption is ok, but the other options are much more consistent and more reliable.

Level 10

You have 2 choices here too, those being Psykinetic's Wrath and Inner Tranquility. I like Psykinetic's Wrath a little more because you get a serious boost against monstrosities and bosses paired with your Force Sword's special. Inner Tranquility is fine as well and just lets you use your staff a little more before needing to quell. 

Wrack and Ruin just does not do well in Higher difficulties as landing a brain burst on an Elite and snagging the kill is fairly hard to do, and to boot the damage of Soulblaze isn't the strongest at only 2 stacks, the other options are just way more consistent overall.

Level 15

Cooldown Reduction on elite kills for allies within coherency is incredibly strong in difficulty 4/5. So long as your team stays together this talent will do work for you and your team. 

The other options here are good too, Psychic Communion makes it so you can basically ignore Warp Charges during hordes, but doesn't really provide that much overall other than the Quality of Life of not having to Brain Burst. 

Cerebral Lacerations can be taken to melt bosses, if you're group is having some trouble with bosses specifically I'd pick it up.

Level 20

Kinetic Deflection combined with a Force Sword that has the Deflector trait can make you deceptively tanky for a Psyker (so long as you block and manage peril well). This talent is super strong if you can manage your peril right and have a Sword with the Deflector trait, if you don't have a Force Sword with Deflector you can take Kinetic Shield instead, but do note that it only reduces Toughness damage and you have to have Warp Charges to take advantage of the talent.

Mind in Motion just isn't that strong especially if you have a staff (if you don't why are you playing Psyker? just go Veteran).

Level 25

This row is a tricky one, all of them are strong and increase your overall damage by a decent amount. 

Warp Battery lets you have 2 more Warp Charges (6% more damage) and pairs especially well with the Level 10 talent Inner Tranquility allowing you to cast even more without needing to quell, and also has synergy with the Level 30 talents Quicken and Ascendant Blaze. The one downside to this talent is maintaining 6 warp charges is quite cumbersome in high difficulties even with the other Warp Charge gaining talents.

Kinetic Overload has some great potential, but the damage of Soulblaze is really lackluster at the moment. The talent on it's own does good damage, but doesn't contribute at all to our defensiveness like Kinetic Flayer does.

Kinetic Flayer not only increases your damage by just casting free Brain Bursts (they act exactly like you cast Brain Burst) but it also gives us Toughness regen due to the Level 5 talent Essence Harvest.

Level 30

Kinetic Barrage wins hands down for me here, the other options eating your Warp Charges just aren't worth it or needed. Being able to cast a super quick Brain Burst is immensely useful for maintaining your damage buff and Toughness (due to Essence Harvest), spam casting Brain Burst on ranged enemies and even elites is great as well.

Quicken is ok, but I found I rarely needed the extra Perils of the Warp casts. You get plenty of reduction from the Level 15 talent Psykinetic's Aura.

Ascending Blaze is just not good in the current state, Soulblaze won't net you enough kills to make the 10% chance to gain a Warp Charge consistent at all, even if you build around it. You get a much better increase in damage by just maintaining your 4 Warp Charges.
