Core Concept
This build is centered around maximizing the burst damage potential of the Agripinaa Mk XIV Quickdraw Stub Revolver's fanning hammer alt attack. After some testing, it appears that when you have both Charged Strike + Enfeeble blitz modifier talents at the same time, after you heavy attack an enemy you have a short window of time to use that +10% damage increase yourself. Since mag dumping the revolver only takes about ~1 second, this makes it the ideal weapon for getting most out of this technique. Outside of the occasional heavy target takedowns, you'll mostly be running around like a mad man lopping off the heads of everything in sight while avoiding ranged damage from Empathic Evasion and your high crit rate.
Blessings
Hand-Cannon is a mandatory blessing for the revolver, as it helps us bypass the defenses of the tougher enemies we want to mow down quickly. I also added Point Blank to support the hand-cannon blessing, but you could substitute it with Crucian Roulette, Trickshooter, or Sustained Fire. My thinking with Point Blank is whenever a big bad shows up and we need to mag dump them there's always some chaff in the way. And since my choice of melee weapon Rashad Mk III Combat Axe kills them instantly with a light attack to the head, it's 2.5 second length gives enough time to mag dump enemies after quickly smacking them with a heavy attack.
Electric Lasso (Smite)
While smite is still at its best when charged first to stun lock entire hordes, you shouldn't discount the usefulness of an uncharged click of smite to stagger human-sized enemies. Since we get optimal damage when in short range, a fast stagger against single targets to create openings is a valid approach option. This utility has no effect on damage output by itself though, as applying the Electrocuted status this way does not make Enfeeble persist like it does when done through a heavy melee attack unfortunately.
