Description
The Arbitrator has some interesting (in theory) gameplay based around blocking and using the shield that feels distinct from the dodge-tanking of the Zealot. However, using all the tools available to them makes things a little too straightforward to have to really worry about engaging with it.
This is my attempt to build into that Break The Line shield based tank build, but self-balance a bit to make it a real game.
Intentionally pathing around Force of Will, Walk It Off, and Concussive, as those are I think some of the main culprits for the current state of affairs with the Arbitrator. Also went Lone Wolf because I think that the dog existing also contributes to power issues with this build. If you think Lone Wolf is legitimately stronger than the unbuffed dog feel free to switch off to Judicial Force or something else kinda middling. Arbites grenades because they're the weaker option compared to Shock Mine, especially if you're going Lone Wolf.
This can end up a little fragile at times, depending on the situation and how you play, which is kind of the point. You're supposed to block attacks, perfectly if possible, to keep Toughness Regen and Forceful up because every swing is no longer just topping you up to full. However, if you want a little more juice I've found you can go EITHER Concussive or Force of Will without things getting too nuts. Them together is what makes things real crazy for regen, and Walk It Off is just straight up overtuned.
I find of the two choices Concussive into Suppression Protocols is the stronger choice, it gives you more damage and TDR with keeping Forceful topped up while staying on the offensive. Force of Will lets you regen faster while being aggressive but you'll have less resistance and your things will activate less.
On your Club & Shield you can swap Hammerblow for High Voltage if you want a bit more damage vs. control, or Offensive Defense if you want to really lean into getting rewarded off of blocks.
I've only tested this on Damnation but I'm sure it could do Auric just fine. You do need to actually play utilizing block though, you get way less free Toughness than typical Arbitrator builds
