You play this sort of like a Desperado build, relying on Vulture's Dodge and Pickpocket to be a cut rate Desperado. Once 80% of the utlity of that is covered, you then also have Rampage for when you need to go nuts into Melee hordes. 

 

The Dual Stub pistols are very good for picking out priority targets; focus on elites, specials, and gunners with them. I find I have full stacks of Vulture's Mark up more with this than on Autopistols because you can 1-2 tap specials and elites from further distance. This will probably be your neutral loadout, rolling around shooting. Pining Fire mostly helps with hordes, both more stagger and penetration, and also taking down larger targets in mixed hordes. Some groups you start with a Trickshot which will add stagger and get you started. I also like Speedload, with it you can reload them a lot faster, get in the habit of roloading after each little group of enemies. 

 

For hordes you want to rely on your Crowbar, and go Rampage if the horde is big enough. Just spam lights and push attacks into those guys until they're all gone. If there's armour in the group switch to the spiky end and spam that instead. You could go Shivs (or really any melee you like) instead of Crowbar, and it would probably be better from a DPS perspective, but the Crowbar has a lot of stagger, which is nice, and it's more On Brand for the Tread Lightlies (workers union, manufactoria workers etc.). A good tactic for Crushers is a couple heavies, then swap to guns and unload into the head they are now presenting to you. Should have him dead before he stands back up (6-9 shots depending on crits) 

 

Boom Bringer lets you deal with Crusher mobs, and feels more on brand than Chem Grenades, but those are obviously really good, could do those instead. I also like the Blackout Grenades for this; they provide some good safety options for disengaging as you move in between melee and ranged modes a lot in this, and the Rampage hangover is obviously a point of danger you need to plan around. A Blackout into a Stimm is nice to let you extend out an encounter that might threaten to get away from you.
