I know you want to roleplay as a Commissar in Auric Maelstrom, you dirty beast. The Indomitable Commissar brings excellent damage reduction in combat, and toughness regeneration for the entire team. The higher the difficulty, and the more coherent your team is, the better this build will fare.

Weapons

Power Sword - While most melee weapons work fine with this build, the Power Sword is among the strongest unmodified melee weapons, and Power Cycler turns it into a death machine. Achlys Mk VI in particular gives great attack patterns for both Hordes and Elites.

Perks

  • Carapace & Unyielding Damage - Great for eliminating Elites and Monstrosities quickly in melee, which can save your team in tense situations.

Blessings

  • Power Cycler - Allows you to keep your weapon energized for more hits, increasing your Horde Clear potential and killing mixed-in Elites with ease.
  • Slaughterer - An easy 40% damage increase on your Power Sword during most engagements.

Heavy Laspistol - Benefits well from various Crit perks, outputting respectable damage to most enemies. While you won't be topping damage on your team, you will be eliminating Elites, Specials, Reapers, and Hordes with equal ease, while also whittling away at Monstrosities from range. Accatran Mk II is the Mark of choice for its high fire rate.

Perks

  • Crit Strike Chance - Always important for Laspistols thanks to Shock Trooper. Take every point you can get.
  • Crit Strike Damage - A great choice thanks to the Laspistol's already high damage - This gives you consistent damage to all enemies, rather than focusing on one armour type.

Blessings

  • Infernus - An easy source of extra damage and can finish off any Specials and Elites that escape you. While you'll mostly rely on your raw weapon damage, Infernus can be effective thanks to the Laspistol's Rate of Fire.
  • Concentrated Fire - Extra Crits if you can consistently hit Weakspots. Alternatively, Desperado is a less powerful option for those who struggle with accuracy, and Reassuringly Accurate can give you even more Toughness if you really need it.

The core of this build is the combination of Voice of Command and its auxiliary Talents with Iron Will. Using your Ability in combat means enemies will need to fight through a hefty 50% damage reduction and several hundred Toughness before they can hurt you, which works even better when paired with other Veterans and Zealots who run Toughness-boosting abilities. Additionally, Close Order Drill pairs with Charismatic for another 33% Toughness Damage Reduction resulting in a total of 88% Toughness Damage Reduction after Operative Modifiers, so long as your team sticks together. Make sure to communicate with your team, however, as splitting up will punish both you and your teammates, who may have become accustomed to the Toughness boost you provide.

Using Voice of Command at the right time can save your teammates from the likes of Snipers and Poxbursters while keeping them inundated with Toughness, and with Tactical Awareness and a keen eye for Specials, you should be able to use this ability with some regularity.

Target Down!, Voice of Command, and Out for Blood are your best sources of Toughness regeneration, and even in general combat situations should keep you at 100% Toughness most of the time. These also synchronise well with Born Leader which will passively heal your teammates' Toughness in combat.

You should be hitting Crits more often than not between your various Crit boosts and Deadshot. Combining Deadshot with the Stamina regen from Target Down! will keep you in a consistent stream of Stamina with which to aim and Crit, and you can alternate between aiming for more regular Crits against tougher targets and hip-firing against weaker targets.

The Indomitable Commissar rewards ranged combat at any distance. Shock Trooper and Survivalist, plus your many sources of Critical Strikes, will allow you to fire many hundreds of rounds without using very much ammo at all, meaning you can be very liberal with your ranged attacks. The Power Sword, meanwhile, is best used for carving through Elites, Mutants, and Hordes.

Prioritizing and tagging Specialists, Reapers, Elites, and Shooters will be the best use of your Laspistol. Keep shooting, stay in coherency, and regularly use your Voice of Command when the fighting gets tense, and the Indomitable Commissar build will make you an amazing anchorpoint that keeps the team alive well into Auric Maelstrom.
