It's right what it says on the tin - this build is meant to maximize your ranged damage using the shotpistol&shield, while still offering decent melee damage and survivability. 

To begin with, this build uses just about every ranged critical bonus available. Let's go through those real quick
•7.5% (Arbites base critical chance)
•5% (weapon perk)
•21% (weapon critical bonus stat at 80%)
•up to 5 stacks of 12% critical chance from the Scattershot blessing on the shotpistol (up to 60% at full stacks)
•up to 8 stacks of 2% critical chance from the Zealous Dedication talent
•10% critical chance from the Efficient Killer talent
So theoretically we're looking at having a ranged critical chance up to 119.5%. Of course not all of your crit buffs will be up at all times, but in practice more of your shots will be criticals than not.

Ranged damage benefits directly from these nodes
•Withering Fire(+15% damage after reload)
•+10% passive ranged damage node
•Justified Measures(up to 5 stacks of +2% damage on successful attacks)
•Arbites Revelatum(+15% damage after Successful Dodges)
•Castigator's Stance(+20% Strength)
•Writ of Execution(up to 6 stacks of 7.5% damage on Elite kill while Castigator's Stance is active)

You also have increased ranged cleave at all times from the passive Cleave node, as well as highly increased ranged cleave from the Man-Stopper blessing on your shotpistol.

No Lenience and Prosecution Blow will grant you up to 30% ranged rending as well, so long as you keep shooting marked enemies, and scoring critical hits(which shouldn't be an issue with such a high ranged critical chance.

Soulguilt Scan grants extra Weakspot Strength, up to 8 stacks of 2% to a maximum of 16% for extra Strength on headshots.

All your Curios have Cooldown Reduction on them and you have the Malocator talent for extra Cooldown on Marked enemy kills as well. There's no way to have more Cooldown Reduction as Arbitrator unless you have a teammate bringing in more.

To top it off, you also have fast reloads thanks to taking the reload speed aura and the Judicious Efficiency talent that grants 20% reload speed on Elite/Specialist kills, and you also have extra ammunition in both your reserve and your clip thanks to Ammo Belt and Priority Endowment. Blessed Armament lets you keep shooting without reloading as long as you keep killing Elites/Specialists while Castigator's Stance is active.

Should you need to melee enemies, Castigator's Stance also applies the Strength bonus to melee strikes, and you have Target The Weak to make enemies take more damage from all sources on staggering melee attacks and Force of Will to let you replenish Toughness on staggering melee attacks as well.

Oh and you also have shock mines and a Cyber-Mastiff as well. I don't bother to take revive speed on this build because setting down a shock mine and activating Castigator's Stance pretty much guarantees a successful revive anyway.
